As an intergovernmental organization, the World Fund for Development and Planning (WFDP) maintains a formal system of identification to ensure the integrity, security, and proper representation of its officials during official missions. These credentials verify the status of WFDP personnel and facilitate their interaction with governmental authorities, international institutions, and partner organizations.

WFDP’s credentialing framework is designed in line with international standards for official travel, including the principles adopted by the International Civil Aviation Organization (ICAO) for secure travel documents.

Official Identification for WFDP Representatives:

WFDP officials traveling or acting on behalf of the Organization are provided with a set of official identification materials issued exclusively by the Office of Administrative Affairs. These include:

  • WFDP Official Identification Card

    Confirms the bearer’s affiliation, rank, and authorization to represent the Organization in an official capacity.

  • WFDP Safe Conduct Document

    Serves as an internal authorization certifying that the bearer is traveling on official WFDP business.

  • WFDP Laissez-Passer (LP)

    A secure travel document issued to eligible officials exclusively for official missions.

  • Official Travel Letter / Note Verbale

    Issued for each mission, providing host authorities with the purpose, duration, and official nature of the travel.

All WFDP credentials must be carried alongside the bearer’s valid national passport, as the LP does not replace national citizenship documents but accompanies them for official purposes.

WFDP Laissez-Passer (LP)

The WFDP Laissez-Passer is issued to duly appointed officials who may be required to travel internationally in the performance of their duties. It contains advanced security features and is recognized as an official travel document for missions authorized by WFDP.

Types of WFDP Laissez-Passer:

WFDP issues two categories of Laissez-Passer:

  1. Standard Laissez-Passer for WFDP Officials

    Issued with a unique serial number to staff members appointed under WFDP administrative regulations.

  2. Specialized Laissez-Passer for Affiliated Bodies

    Issued to eligible officials of WFDP’s specialized organs, programs, or partner institutions.

    These documents may include inserts specifying the nature of the bearer’s duties or any privileges related to the mission.

Use and Limitations:

  • The LP is valid only for official WFDP travel and cannot be used for personal trips.

  • Entry visas may be issued on either the LP or the bearer’s national passport, according to the host country’s regulations.

  • Residence permits must always be placed only in the national passport.

  • Carrying the LP without a valid visa, national passport, and official travel letter may result in denial of entry by host authorities.

Eligibility for Issuance:

A WFDP Laissez-Passer is issued only to individuals officially recognized as WFDP personnel. Eligibility requires:

  • A formal appointment letter issued under WFDP staff regulations, or

  • An official designation by the President of WFDP in accordance with the Organization’s charter and mandate.

Additionally, one of the following conditions must apply:

a. The official is stationed outside their country of nationality and requires LP documentation for secure mobility; or

b. The official is mandated to travel on behalf of WFDP for an authorized mission, with a clear travel plan and purpose.

Individuals Not Entitled to the Laissez-Passer

Certain categories of persons affiliated with WFDP are not automatically eligible for a Laissez-Passer. This includes:

  • Goodwill Ambassadors

  • Messengers of Peace

  • Consultants and technical experts

  • Contractors or service providers

  • Institutional partners or advisors

These individuals may receive a WFDP Four-Page Certificate if their assignment requires official confirmation of their role but does not meet LP eligibility criteria.

Travel Compliance

WFDP adheres strictly to international travel regulations. All official travel must be:

  • Requested through the appropriate department

  • Reviewed and approved by the Office of Administrative Affairs

  • Supported by complete documentation:

    • National passport

    • WFDP ID

    • WFDP Laissez-Passer (if eligible)

    • Official travel letter

    • Required visas (where applicable)

Officials must ensure full compliance to facilitate smooth coordination with host governments and to uphold the professional standards of the Organization.
